Detail Information about the UPSC Exam Structure and Syllabus

Recently updated on October 23rd, 2026 at 08:03 am

The Union Public Service Commission (UPSC) conducts the Civil Services Examination (CSE) annually to recruit officers for central government positions, including the Indian Administrative Service (IAS), Indian Police Service (IPS), and Indian Forest Service (IFS), among others. Furthermore, below is a full explanation of the UPSC exam structure and syllabus:

1. Exam Structure

The Union Public Service Commission Civil Services Examination takes place in three stages:

1. Preliminary Exam (Prelims)

• Objective: A screening test to select candidates for the Mains
• Format: Two objective-type (MCQ) papers were administered on the same day
• Duration: The sessions last two hours each
• Total Marks: 400 (200 for each paper)
• Negative Marking: One-third of the score is subtracted for each erroneous answer

Papers in Prelims

Papers in Prelims

1. General Studies (GS) Paper I:

• Focus: Topics covered include current events, Indian history, geography, politics, economics, the environment, science, and technology

• Marks: 200

• Qualifying: Used to shortlist for the Mains

2. General Studies (GS) Paper II (CSAT):

• Focus: Emphasis on comprehension, interpersonal skills, logical reasoning, decision-making, basic numeracy, and data interpretation

• Marks: 200

• Qualifying: A minimum of 33% marks is necessary

Qualifying Criteria for UPSC Prelims

To appear for the UPSC Prelims, candidates must meet certain eligibility requirements:

• Nationality: Candidates must be citizens of India.

• Age Limit: Generally, candidates must be between 21 and 32 years of age. Age relaxations apply for candidates from reserved categories as per government norms.

• Educational Qualification: A candidate must hold a graduate degree from a recognised university or possess an equivalent qualification.

• Number of Attempts: The number of permitted attempts varies by category—General (6 attempts), OBC (9 attempts), SC/ST (unlimited attempts up to age limit).

• Other Criteria: Candidates awaiting their final year results can also apply, but their degree must be confirmed before the Mains.

These eligibility criteria must be fulfilled before applying for the Prelims examination, ensuring that only qualified candidates proceed through the UPSC Civil Services selection process.

Are All Questions in the IAS Exam Multiple Choice?

Not exactly. While the Preliminary Exam relies solely on objective, multiple-choice questions, the Main Examination is a different ballgame altogether. The Mains papers require candidates to answer in a descriptive, essay-style format. Instead of simply ticking boxes, you’ll need to craft well-structured answers, articulate arguments, and demonstrate analytical depth. In other words, expect a blend: MCQs in Prelims, and descriptive writing for the Mains.

2. Main Examination

• Objective: Assess candidates’ in-depth knowledge, analytical skills, and personality qualities
• Paper format: Descriptive (essay-type)
• Total marks: 1750
• Duration: Each paper has a duration of three hours.

Papers in Mains

1. Qualifying papers (not considered for merit):

• Paper A: One Indian language (from the Eighth Schedule of the Indian Constitution) – 300 marks

• Paper B: English – 300 points.

A common question arises about Paper A: Is English allowed as the compulsory Indian language? The answer is no—Paper A requires you to select one of the Indian languages listed in the Eighth Schedule of the Indian Constitution, such as Hindi, Bengali, Telugu, Marathi, Tamil, Urdu, and others. English is not a choice for Paper A. Instead, English is covered separately as Paper B.

To clarify:

• Paper A: Must be an Indian language from the official list (not English)

• Paper B: English only

Both papers are qualifying in nature, meaning you must achieve the minimum required marks, but their scores do not count towards your overall merit ranking.

Medium of Examination: Language Options

You’re not alone in wondering about language flexibility in UPSC exams—many aspirants share the same concern.

For the Prelims, the question papers are available in both Hindi and English. That means you can opt to attempt your Prelims in Hindi if you’re more comfortable.

When it comes to the Mains (including the Essay paper), you have broader language choices. You can write your answers in any language listed in the Eighth Schedule of the  Indian Constitution,  which includes both Hindi and Punjabi. The only exceptions are the compulsory English paper and the qualifying Indian language paper, which you must write in the prescribed languages.

In summary:

• Prelims: Choose Hindi for your medium if you prefer.
• Mains (including Essay): You may write in Hindi, Punjabi, or any other language from the Eighth Schedule—whichever you are most comfortable in.

Make sure to indicate your preferred language medium when filling out your UPSC application form.

2. Merit-based papers:

• Paper I: 250-mark essay
• Paper II: General Studies I (History, Geography, Indian Society) – 250 points
• Paper III: General Studies-II (Governance, Constitution, Politics, Social Justice, International Relations) – 250 points.
• Paper IV: General Studies-III (Technology, Economic Development, Agriculture, Environment, Security, Disaster Management): 250 points.
• Paper V: General Studies IV (Ethics, Integrity, and Aptitude) – 250 points.
• Paper VI & VII: Optional Subject Papers I & II (candidates select one subject) – 250 marks each.

Typical Marks Needed to Qualify for IAS

A natural question that arises: what kind of scores do successful candidates usually secure in the Mains Examination and the Personality Test (Interview) to make it to the final IAS selection?

While the exact cutoff fluctuates each year based on the exam’s difficulty, total vacancies, and performance trends, here’s a general idea:

• Mains (Written): Out of 1750 marks, candidates who clear the cutoff generally score between 850 and 1050 marks. This range can shift slightly depending on competition and other factors.
• Interview (Personality Test): The interview carries 275 marks. Successful candidates often obtain 140–200 marks. Of course, higher interview performance can compensate for a slightly lower Mains score, and vice versa.

Combined Cutoff: The final cutoff score (Mains + Interview) required for IAS selection typically falls between 950 and 1100, but it may vary by category (General, OBC, SC, ST, etc.). For example, in recent years, the cutoff for the General category has hovered around 1000–1050 marks.

Key Takeaway: Aim for a solid performance in both stages—consistent written answers and a confident interview go a long way toward securing your place in the merit list.

Choosing Optional Subjects for Mains

A common query among aspirants revolves around the selection of optional subjects for the Mains exam. For clarity, candidates are required to choose one optional subject from the extensive UPSC list, and both Paper VI & Paper VII must be from this single subject. Choosing two different subjects—one for each paper—is not permitted. For example, if you pick Public Administration as your optional, both Optional Paper 1 and Paper 2 will be from Public Administration only.

It’s worth carefully researching UPSC’s official notification for the current list of available optional subjects, as well as trends and suitability to your background, since this decision can be pivotal during your preparation.

3. Personality Test (Interview)

• Objective: Evaluate candidates’ personalities, communication skills, decision-making abilities, and suitability for a career in public service.
• Format: The UPSC board conducts a face-to-face interview.
• Marks: 275
• Total Marks: The final merit is determined as 2025 (1750 from the Mains and 275 from the Interview).

Key Factors: Weightage & Marking Scheme

A well-crafted  UPSC preparation plan must be rooted in a clear understanding of how marks are distributed and how each stage of the examination is evaluated. Let’s take a closer look at the critical elements you should factor into your study strategy:

• Prelims (Screening Only):
  • Both papers (GS I and CSAT) are marked out of 200, but only GS I counts for merit ranking to advance to the Mains.
  • Negative marking applies: one-third of a mark is deducted for every incorrect answer, so accuracy is just as crucial as speed.
  • The CSAT is qualifying in nature—only candidates securing 33% or above move forward, but neglecting it can abruptly end your attempt.
• Mains (Depth and Breadth):
  • The core of the UPSC process, the Mains exam, contributes 1,750 marks to the final merit list.
  • The Essay and General Studies papers, along with the optional subject, demand both a conceptual and analytical approach.
  • Language papers (Indian language and English) are qualifying; failure to clear these means your other answer scripts are not even evaluated.
• Personality Test (Interview):
  • With 275 marks at stake, the interview can be a game-changer, especially with close competition.
  • This stage looks beyond bookish knowledge to assess attributes like clarity of thought, judgment, and ethical integrity.

Strategic Takeaway:
Given the high weightage of the Mains, it’s wise to allocate ample time to written practice, essay technique, and current affairs analysis. Precision in Prelims and polish in the interview are equally important. In all phases, understanding how each mark is earned—or lost—is essential to maximise your chances of success.

Language Options in UPSC Mains

A frequent query among aspirants is whether it’s possible to choose different languages for different papers in the Mains. According to UPSC guidelines, candidates are generally permitted to write all their Mains exam papers—including both the compulsory and optional subjects—in any of the languages listed in the Eighth Schedule of the Constitution or in English.

However, once you opt for a particular medium of writing (for example, Hindi), you need to stick to this language for all the papers, including your optional subject. This means you cannot write your General Studies papers in Hindi and your optional paper in English, or vice versa. Consistency in the chosen language medium throughout the written examination is mandatory, except for language papers specifically designed to assess proficiency in a language different from your chosen medium.

Always refer to the latest UPSC notification for any updates or changes in medium-related rules, as policies may evolve from year to year.

Duration of the UPSC Interview

The UPSC  interview, often referred to as the Personality Test, typically lasts between 20 and 40 minutes. However, there is no fixed time limit—the duration may vary depending on the panel and the flow of the discussion. Some interviews might be concise, wrapping up within 20 minutes, while others can extend closer to an hour if the board wishes to explore certain topics or aspects of the candidate’s profile more deeply.

While time length may differ, it’s the quality of your responses and your demeanour during those minutes that really count. Regardless of whether your interview runs short or long, the panel’s focus remains on assessing your suitability for a career in public service.

Is the IAS Interview Considered Tough?

Absolutely, the IAS interview—formally known as the UPSC Personality Test—is widely regarded as one of the most challenging stages in the entire Civil Services Examination. Unlike the Prelims and Mains, which test subject knowledge, the interview focuses on your personality, clarity of thought, ethical integrity, decision-making, and how you handle pressure.

Panel members may probe into your educational background, opinions on current affairs, or even your take on tricky ethical dilemmas. There’s no prescribed syllabus for this stage, making preparation more dynamic and introspective. What makes it truly tough is its unpredictability—questions can range from why you want to join the civil services to how you’d resolve complex governance issues in real life.

Successful candidates often cite the need for self-awareness, confidence, and balanced opinions; brushing up on your Detailed Application Form (DAF), engaging in regular mock interviews, and staying updated with national and international developments can provide a valuable edge. Unlike the earlier exams, there are no shortcuts here—your overall presence, composure, and sincerity take centre stage.

Preparing for History and Geography in the UPSC Exam

When it comes to history and geography—both crucial for the UPSC Prelims and Mains—a strategic approach is essential. Here’s what to keep in mind:

What to Expect

• Breadth and Depth: History covers ancient, medieval, and modern India, along with the Indian National Movement. For geography, expect questions on physical geography, human geography, and the economic geography of both India and the world.
• Application-Based Questions:  UPSC loves framing questions on concepts and their real-life implications, whether it’s relating geography to current happenings or tying history to the present-day contexts.
• Interdisciplinary Angles: Topics often overlap with other disciplines—expect history mixing with culture or geography influencing economics and environment issues.

How to Prepare

• Standard Texts First: Begin with NCERT textbooks (Class VI–XII) for both history and geography. They build strong conceptual clarity.
• Reference Books: For a deeper dive, books like ‘History of Modern India’ by Bipan Chandra and ‘Certificate Physical and Human Geography’ by G.C. Leong are classics.
• Current Affairs Linkage: Relate geographical locations and historical references with recent news events for enhanced recall.
• Maps and Timelines: Regularly practice with maps (both India and World) and create broad historical timelines. Atlas work helps immensely in visualizing facts.
• Practice PYQs: Analyse previous year’s UPSC questions for patterns. This helps identify recurring themes and prioritises your study.
• Revision and Notes: Make concise notes for last-minute revision.  Summarise key events, places, and personalities for history, and focus on facts, features, and processes in geography.
• Mock Tests: Solve sectional tests and full-length mocks to improve time management and pinpoint weak areas.

By integrating these methods, candidates can confidently navigate the history and geography sections—and lay a solid foundation for both Preliminary and Mains stages.

Prioritising Subjects Using the 80/20 Rule

When it comes to mastering the vast UPSC syllabus, the 80/20 rule—also known as the Pareto Principle—can be your best friend. The idea is simple: a small set of core subjects makes up the bulk of questions asked in the exam. By giving precedence to these high-yield areas, you maximise your results without spreading yourself too thin.

So, where should your focus lie? For both the Prelims and Mains, devote most of your initial energy to:

• Indian Polity: Fundamental rights, governance structures, constitutional provisions, and landmark amendments.
• Indian Economy: Basic concepts, current economic developments, major policies, and government initiatives.
• Environment & Ecology: Biodiversity, climate change, conservation efforts, and recent government actions.
• Modern Indian History: Freedom movement milestones, important personalities, and post-independence developments.
• Current Affairs: Recent national and international happenings, government schemes, and important reports.

These subjects consistently account for a significant proportion of questions in both phases of the exam. Once you have a strong grasp of these, gradually expand to areas like Ancient and Medieval History, Art & Culture, World History, and the finer details of Geography. This focused approach can streamline your preparation, reduce unnecessary stress, and provide a more efficient path to covering the remaining portions of the syllabus.

Preparation Tips:

• Prelims: First, study current events, NCERT textbooks, practice mock examinations, and Previous papers.
• Mains: Next, improve your answer-writing abilities and, additionally, enhance your in-depth comprehension of themes.
• Interview: Finally, improve communication skills and stay up to date on current concerns.

If you’re just getting started, it’s normal to feel overwhelmed by the vastness of the UPSC syllabus or unsure about where to begin. Focus first on building a strong foundation by reading NCERT textbooks from classes 6–12 for key subjects like History, Geography, Polity, Economics, and Science. Simultaneously, develop a habit of reading a reliable newspaper daily to stay updated on current affairs.

Switching from Hindi to English Medium for UPSC Preparation

If you’re planning to transition from Hindi to English medium for your IAS preparation, you’re not alone—many aspirants make this switch every year, and it’s absolutely achievable with the right approach.

Here are some practical steps to help you bridge the language gap:

• Start with NCERTs in English: Begin by reading NCERT textbooks and standard reference books in English to build foundational vocabulary and get familiar with key concepts in the new language.
• Daily English Practice: Dedicate time each day to reading newspapers like The Hindu or The Indian Express in English. Focus on editorials and articles covering current affairs, as these will help both comprehension and vocabulary development.
• Make Vocabulary Notes: Keep a dedicated notebook for new words, phrases, and translations of commonly used terms. Revisit and revise regularly.
• Answer Writing in English: Gradually start practising writing answers in English. Begin with simple topics, and over time, try replicating actual UPSC-style questions.
• Active Revision: Discuss topics aloud in English with peers or mentors. Watching debates or documentaries (BBC, Rajya Sabha TV, etc.) also helps improve language comprehension in a subject context.
• Mock Tests and Previous Year Papers: Attempt mock exams and solve previous years’ questions in English. This will help you adjust to the language and exam pattern simultaneously.

Remember, fluency comes with consistency and patience. Many successful candidates have started from regional mediums and cleared the exam in English—steady practice is the key.

Understanding the 7-5-3 Rule for UPSC Mains Answer Writing

The 7-5-3 rule is a practical approach widely used by UPSC aspirants to maximise their scores in the Mains descriptive papers. This technique is especially relevant, given the challenge of answering all 20 questions in just three hours.

Breaking Down the 7-5-3 Rule:

• 7 – Time Management:
Each question in the Mains usually gets about seven minutes. To make the most of this tight window, practice writing answers using a timer. This helps train your mind to think quickly, organize your thoughts, and express them clearly within the allotted time.

• 5 – Key Points:
Aim to structure each answer around five main points. Instead of long paragraphs, break your responses into short, distinct sections—these could include arguments, examples, causes, effects, reforms, or any combination that matches the demand of the question. Prioritize clarity and relevance in selecting your points.

• 3 – Multi-Dimensional Perspective:
To enrich your answer, analyze each core point from three perspectives—this could be social, political, and economic; or causes, impacts, and solutions; or even historical background, present context, and future implications. This approach demonstrates both analytical ability and a well-rounded understanding, qualities the UPSC evaluators look for.

By practicing with this method, you’ll develop the habit of writing concise, well-structured, and balanced answers, improving both content quality and time efficiency during the exam. The 7-5-3 rule isn’t a rigid formula but a reliable framework to help you meet the demands of UPSC Mains answer writing.

Why Practising with a Timer Matters for UPSC Mains

With just three hours to answer 20 questions in the Mains examination, time management isn’t simply an advantage—it’s essential. On average, you’ll have only about 7 minutes per question . Practising answer writing with a timer helps you develop the ability to quickly organise your thoughts, compose coherent answers, and present your arguments clearly under pressure.

Timed practice sessions teach you to:

• Prioritise key points and avoid irrelevant detail.
• Structure comprehensive answers that fit within word and time limits.
• Stay calm and focused despite the ticking clock.

Regularly writing answers with a stopwatch will sharpen these skills, increase your writing speed, and boost your confidence for the actual exam.
